Here's a classic example - - I am currently working on a low-budget
children's educational video, targeted for the toddler thru 4-year-old
market specifically about what life in NYC is like and teaching kids how to
cross the street, ride the subway, etc etc - - - Baby Einstein for city
kids.
This project is being funded by a Mom-with-a-dream - - and when we were a
larger crew - - - two actors, two puppets, puppeteer, me, sound man, PA,
director and kids' parents, we filed for permits, had insurance, etc.
BUT.... when I was on my own, shooting B-roll and cleaner footage of certain
things after the main shoot wrapped, it would have been extremely oppresive
financially and logistically for me to have to file for permits just to hop
on my bike, ride up to the GWB for a pan, or hang in Central Park for an
hour just to shoot joggers and roller bladers. I had to use sticks, and I
brought along a little pair of folding ones, but it would have been a
nightmare, the video wouldn't have been done at all due to excessive costs,
and NYC will ultimately be without something which will prove to be a really
positive representation of NYC and available for sale around the world.
ALSO - - while in Times Square for TEN MINUTES, on sticks, shooting lights
for the City Lights segment, the island between Broadway and 7th Ave was
absolutely JAM PACKED with tourists from absolutely everywhere shooting
their "treasures" to show their families wherever. Does the City paln to
arrest all these people for using sticks or shooting w/o permits. If so, it
would be a PR disaster, if not, then why not if they choose to hound people
elsewhere? The inequity would be glaring.
Just a few thoughts off the top of my head.
